Emergency prepardness

I have an crictal question about natuarl disasters and people with MS. Is there a plan in place to offer assistance in the event of an evacation protocol?Who is handling this process and my I become a part?

    I signed up to volunteer with volenteer match and My question is based on living in Hawaii for 20+years and being a native Californian. I was concerned about people with disabilities. I took an active part in Hawaii in planning evacations for the disabled population when I attended the University of Hawaii. I concidered the San Andres plates and the fact that the "greenhouse" effect is making manifest daily. I have been exposed to varous Head of state that had a mimmium plan in place but nothing really great in Hawaii at the time. I'm sure things have been reviewed and remedied. I hope. I found nothing. Please advise.
